Drinking Water Security In India

District Water and Sanitation Committee (DWSC, Amreli district, sanctioned 30 projects for Drinking Water Security under Sector Reform Scheme (State) of Swajaldhara to Development Support Center Dhari-Amreli.

DSC will provide project implementation support services to District Water and Sanitation Committee (DWSC) covering 30 villages of Dhari in Amreli district. The Programme cycle for each village will be eighteen months starting 1st October 2007 which is expected to be complete by  31st March 2009. 

 DSC will be providing handholding support services to Pani Samitis for water supply, water resource management, community mobilization, hygiene promotion and environmental sanitation services.

District Water and Sanitation Committee (DWSC) has sanctioned Rs. 9.32 lakhs for software support to DSC for carrying out capacity building and community mobilization. In addition,District Water and Sanitation Committee (DWSC) has sanctioned Rs. 4 crores for hardware support to village Pani Samiti. DSC has completed the recruitment process and selected a four member team for the implementation of this project.

The line item wise budget for the period up to 31st March 2008 and the total Budget for the entire project duration of eighteen months is given as Annexure-3 to this item. DSC requests the Board to sanction this project and approve the Budget and consequent change in the approved Budget for the year 2007-08.

 

DRINKING WATER

 
 


DSC presented the findings of the study on drinking water in watershed-completed villages to Ministry of Rural Development (MoRD), Government of India, suggesting modification in the Guidelines that would give priority to drinking water in watershed Programme not only at the stage of selecting villages, but also in planning and execution of watershed development Programme, so that with the active involvement of women, the Programme could be successfully implemented.
 In response, Department of Land Resources by its circular dt.29/11/2004 issued instructions to all state governments to give priority to drinking water in watershed area. The circular focused on   involvement of women in planning and implementation of drinking water related activities by forming drinking water committee at watershed level. The modification of the Guidelines also suggests that for laying the network of pipes funds may be accessed from Swajaldhara scheme of the department of drinking water. Based on MoRD's modification in guideline Rural Development Department of Gujarat issued the Gujarati translation of the Government of India’s circular. After series of meetings with Rural Development Department and Gujarat Water Supply Board, both departments issued instructions asking their district authorities to give priority to drinking water in watershed villages and convergence of Swajaldhara scheme with watershed Programme.

In Gujarat during the last ten years, 1662 Watershed projects of Ministry of Rural Development (MoRD) have been completed. About 4900 watershed projects are in process of implementation..  Of the 41 villages surveyed by DSC that were found to be wanting in   drinking water security, DSC were selected 9 villages in consultation with concerned NGO PIA based on village community they need to augment drinking water supply.
DSC would take responsibility for demonstrate Swajaldhara scheme to mobilizing village communities through meetings, exposure visits leading to setting up of Panisamiti in each 9 village.

As decided earlier, DSC Dhari had taken up 15 villages out of 30 villages in the first phase. Till date, various processes such as Gram sabha, Pani samiti formation, opening of bank accounts, PRAs, Exposure visits, orientation training, school and sanitation programmes, action plan preparation, survey work and estimate and budget of the scheme have been undertaken in nine villages. The plans and estimates for fifteen villages would be submitted by 31st March to WASMO, Amreli.
